What it is is good enough to get you started, especially in a small room and/or with high efficiency speakers. I'm guessing it's no accident that WWS's bundles with this receiver all have Klipsch speakers.
It'll take multiple 4K HDR video sources and handle most surround formats just as well as higher-end receivers. It has Bluetooth connectivity, as well as basic room correction and speaker setup functionality. It's made well for what it is.
Its main weakness is wattage. As with most receivers, the headline wattage spec is with only one channel driven; with all speakers going, don't expect much more than 20 watts per channel. But that's just fine with high efficiency speakers -- especially when you add a subwoofer and dial the lowest frequencies out of your main speakers.
Its room correction isn't very sophisticated, but it's good enough for any application the receiver would be suited for.
Pre-outs would be nice as they'd make this receiver into an upgradeable platform, basically eliminating its main weakness in the long run. But again, pretty much a non-issue for this receiver's intended applications.
Overall, the AVR-S540BT is right on the money -- not in some cosmic sense, but for what it is. If you're building a 5.x setup from scratch on a very tight budget, start here (and get Klipsch speakers).
